Kind of an old one here.
I found this one on a walk I took along
my local bike path towards the end of September. Not entirely sure
what it means. I think it might have something to do with the high
water mark should the river go out of its banks, since it was very
near part of the river the city's named after.
Just thought it was kind of
interesting. Not much else to say about it.
